What a Commissioning Manager does
A Commissioning Manager owns the commissioning program end to end, from the L1 factory witness schedule through L2 site acceptance, L3 pre-functional and functional testing, L4 system integration and L5 integrated systems testing under load and failure. They translate the client's reliability expectations into a script set, a witness matrix and a dated program that the general contractor and MEP subcontractors can build to.
Day to day the role is a mix of program control and site politics. The Cx Manager sequences energisation, tracks the readiness of switchgear, UPS, generators, chillers, CRAHs and BMS, resolves clashes between installation completion and test start, and keeps the CxA and client witness teams informed before a date slips rather than after. On a multi-hall build they also run a team of Cx engineers and coordinate specialist vendors on the same critical path.
The best Cx Managers are as comfortable in an owner meeting as they are in a plant room. They understand that a witnessed failure is cheaper than an unwitnessed pass, and they hold the line on script rigor when the schedule is under pressure — exactly the behavior our clients ask us to screen for.
Typical range
£80–105K base (permanent) or £600–875 / day on contract, depending on level and market

What experience should a Data Centre Commissioning Manager have?
Typically ten years or more in commissioning, with at least one full Data Centre project taken through L4 system integration and L5 IST. Clients look for evidence of owning the script set and program rather than only executing tests, plus experience managing a Cx engineering team and interfacing with a CxA.
Do you place Commissioning Managers on contract or permanent terms?
Both. Contract Cx Managers are common on peak delivery phases and are usually engaged on a day rate for the duration of a hall or campus phase. Permanent Cx Managers are more common with hyperscalers, colocation operators and Cx consultancies building long-term program capability.
