Startup / Commissioning Lead Staffing (IST)
What a Startup / Commissioning Lead does
A Startup / Commissioning Lead plans and executes the final level of commissioning, where every previously proven system is tested together as one facility under realistic load and realistic failure. That means staging load banks to represent the design IT load, scripting the failure scenarios, sequencing the test order so a failure at step nine does not invalidate steps one through eight, and running the test to a formal witness schedule.
Typical scenarios include loss of utility supply with generator start and load acceptance, UPS transfer and battery autonomy verification, chiller and pump failure with thermal ride-through measurement, black-building restoration, and single points of failure introduced deliberately to prove redundancy. Data capture is continuous, with trends, thermal readings and timestamps aligned so the recovery narrative can be reconstructed afterward.
The lead also manages the human side: multiple contractors, vendor engineers, the CxA and client representatives are in the building at once, often overnight or across a weekend, and the test only holds together if one person owns the script and the stop authority.
Typical range
£70–100K base (permanent) or £475–675 / day on contract
Core responsibilities
- Author and sequence the integrated systems test script and scenario set
- Plan load bank staging, cabling and thermal load representation
- Run utility failure, generator acceptance and UPS transfer scenarios
- Measure thermal ride-through and recovery against client criteria
- Control witness attendance, data capture and post-test reporting
Why hire through Cx Recruit
IST experience is the single most requested and least common line on a Data Centre CV. We verify it directly with named projects and references, because many CVs claim IST when the candidate means they were on site while it happened.
We can supply Startup / Commissioning Leads for a defined testing window on a contract basis, which is how most operators prefer to buy this expertise, and we know who is genuinely available for the weekend the program needs.

FAQs
What is integrated systems testing on a Data Centre project?
IST, also called L5, is the final commissioning stage where all electrical, mechanical and control systems are tested together under simulated IT load and deliberate failure conditions. It proves the facility's redundancy and recovery behavior as a whole rather than system by system.
How long does an IST campaign usually take?
It depends on hall count and redundancy topology, but a single-hall IST campaign typically runs over several days including load bank setup, with the witnessed failure scenarios often scheduled across a weekend to reduce disruption and secure client attendance.
Are Startup / Commissioning Leads hired on contract?
Mostly, yes. Operators tend to bring in this expertise for the testing window itself on a day rate, sometimes retaining the same lead across a portfolio so the scenario approach stays consistent between sites.
