Scheduling and Cost Controls Explained

Scheduling and cost controls are two distinct skill sets that get bundled together under "Project Controls." Here is what each role actually does on a Data Centre program, and the metrics they are measured against.

Schedulers / Planners

Own the master schedule in Primavera P6: activity logic, durations, resource loading and critical path. On Data Centre programs, schedulers track long-lead equipment procurement against install and energisation dates, and flag critical path slippage before it compounds.

Cost Engineers

Own budget control: cost coding, commitment tracking against purchase orders and subcontracts, monthly cost-to-complete forecasting, and variance analysis against the approved cost plan.

Project Controls Managers

Sit across both disciplines, own the combined owner-facing report, and are accountable for the accuracy of schedule and cost forecasts presented to program leadership.

Earned Value Management (EVM)

EVM ties schedule and cost together using a single metric set:

  • PV (Planned Value) — budgeted cost of work scheduled to date.
  • EV (Earned Value) — budgeted cost of work actually completed.
  • AC (Actual Cost) — actual cost incurred for that work.
  • CPI — EV / AC. Above 1.0 is under budget.
  • SPI — EV / PV. Above 1.0 is ahead of schedule.

Baselines and forecasting

The baseline is the approved reference schedule and budget. Forecast at Completion (EAC) is updated monthly based on actual performance to date plus the remaining scope. Rebaselining without owner approval undermines the credibility of every report that follows.

FAQ

What is the difference between CPI and SPI?

Cost Performance Index (CPI) measures earned value against actual cost — above 1.0 means the work is costing less than budgeted. Schedule Performance Index (SPI) measures earned value against planned value — above 1.0 means the program is ahead of schedule. Both are core Earned Value Management (EVM) metrics on Data Centre programs.

Do schedulers need P6 certification?

Formal certification is not required, but working proficiency in Primavera P6 — building logic networks, running critical path analysis and maintaining baselines — is a hard requirement for scheduling roles on Data Centre programs.

What is a schedule baseline?

A baseline is the approved version of the schedule against which actual progress is measured. Rebaselining should be a controlled, approved event, not a routine occurrence, or schedule performance reporting loses meaning.

Is a Cost Engineer the same as a Project Controls Manager?

No. A Cost Engineer owns budget, commitments and forecasting for a specific scope. A Project Controls Manager owns the combined schedule and cost reporting function across a program and typically manages both schedulers and cost engineers.
