What a Commissioning Authority (CxA) does
A Commissioning Authority is appointed by the owner or operator to provide independent oversight of the commissioning process. Rather than executing tests, the CxA writes or reviews the script set, defines the witness matrix, audits the contractor's evidence and signs off that each level has genuinely been achieved before the program is allowed to advance.
In practice the CxA sits between the owner, the design team, the general contractor and the MEP subcontractors. They interrogate the design intent and owner's project requirements, challenge scripts that test the easy case rather than the failure case, attend and witness L4 and L5 testing, and control the issues log that determines whether a hall is accepted. On portfolio programs they standardise the approach across multiple sites so results are comparable.
Because the role carries sign-off authority, clients weight independence and documentation discipline heavily. A CxA who cannot defend a decision in a room containing the contractor's program manager is not much use to the owner paying for the assurance.

£85–120K base (permanent) or £625–925 / day on contract

What is the difference between a CxA and a Commissioning Manager?
The Commissioning Manager delivers the program, usually on the contractor or delivery side. The Commissioning Authority independently verifies that the program was delivered properly on behalf of the owner. The CxA reviews scripts, witnesses testing and signs off level completion; they do not run the contractor's test team.
What background do CxA candidates usually come from?
Most come from senior commissioning management or design engineering. What matters is prior experience holding sign-off authority on Mission Critical projects and a documented track record of witnessing integrated systems testing.
Do you recruit CxAs for single projects or portfolios?
Both. Single-project CxA appointments are common on enterprise and colocation builds, while hyperscale operators tend to appoint portfolio CxAs who standardise commissioning assurance across several sites and travel between them.
