Commissioning Program Manager Staffing for Data Centre Portfolios
What a Commissioning Program Manager does
A Commissioning Program Manager sets the commissioning standard, script templates, staffing model and reporting cadence across a multi-site Data Centre program, then holds each project's Commissioning Manager accountable to it. They own the resourcing plan for Cx engineers and vendors across sites competing for the same specialist labour pool.
The role is heavily focused on standardisation and risk visibility: consistent L1 to L5 criteria, consistent documentation, and a portfolio-level dashboard the owner can trust. When one site's schedule slips, the program manager reallocates people and adjusts sequencing across the portfolio rather than letting the local team absorb the hit alone.
This is a senior, largely non-tools role — the value is judgment, standardisation and vendor/labour market knowledge across a program that may span multiple states.

Why hire through Cx Recruit
We track the small pool of leaders who have genuinely run commissioning at multi-site scale, not single-project Cx Managers with an inflated title. References are checked against named campuses and headcount managed.
Because we work the UK, Ireland and the wider United States, we understand the regional labour market pressure points a program manager needs solved — where the specialist labour is, and where it needs to move from.

FAQs
How is a Commissioning Program Manager different from a Commissioning Manager?
The Commissioning Manager owns delivery on a single project or campus. The Program Manager sets standards and manages resourcing and risk across multiple simultaneous projects, often across several states.
What background do Program Managers usually come from?
Almost always several years as a Commissioning Manager on hyperscale or large colocation builds, with at least one prior role coordinating commissioning across more than one site at once.
Is this typically a contract or permanent hire?
Mostly permanent, given the standardisation and long-term vendor relationships the role builds, though some operators bring in program-level Cx leadership on contract during aggressive expansion phases.
